A very basic discussion of fiscal policy from a Keynesian perspective can be
found in N. Gregory Mankiw's intermediate text, Macroeconomics.
Simply look in the index under Fiscal Policy and read the pages referenced.
Unfortunately, Mankiw does not deal with wealth and crowding-out effects
of fiscal policy. For a discussion of Ricardian Equivalence, read the chapter
entitled The Debates over Government Debt. A better read for the fiscal
policy issues discussed here is Part IV of Robert Barro's intermediate text,
Macroeconomics, which is published by John Wiley and Sons.
